The components of coherence infrastructure.
Coherence infrastructure is sustained by the relationship between policy, state, reality, trace, and chain. Each component makes a different part of coherence observable.
Infrastructure is not tooling.
Tools operate within a system. Infrastructure defines the conditions that allow the system to remain observable and governable.
Coherence infrastructure does not optimize behavior. It makes behavior structurally visible.
